MIPS 101 - The basics

MACRA is the Medicare Access and CHIP Reauthorization Act of 2015. Starting with the 2017 reporting period, MACRA collapses parts of PQRS, MU, and the Value-based Payment Modifier programs into MIPS (Merit-Based Incentive Payment System).

What is MIPS?

MIPS defines four categories of performance, contributing to a composite performance score (CPS) of up to 100 points

  • Quality measures
  • Advancing Care Information
  • Improvement Activities
  • Cost/Resource Use (This category will not used in calculations for adjustments for 2017, but will be analyzed)

Clinician performance will be measured annually and will be made available to the public via CMS. MIPS payment adjustments will apply to Medicare Part B payments starting in 2019, based on 2017 performance reporting.

Who is excluded?

Clinicians excluded from MIPS include practices with less than 100 Medicare patients or less than $30,000 in Medicare billing, and providers that are in their 1st year of Medicare participation.
